I don't know the validity of the claims, but can (and do) things you swallow make it into your bloodstream? Absolutely. Most of the absorption occurs in the small intestine. Living organisms aren't absorbed. They are way too big. Everything is broken down into molecules. Amino acids, vitamins, minerals, starch, sugars. And they don't seep through just into your body. The molecules are transported by the red blood cells.

I think a one-day attendance count (actually, it's 2 days per year) is a pretty efficient and transparent way to get a representation of how many kids are in each school, especially when you start talking about doing it on the state and federal level. Using something like average attendance over a year, you'd spend a lot more money auditing the data to make sure it's accurate (and a bunch of ambiguity over dropouts and transfers); and it's a lot more representative of who's attending classes than using enrollment numbers.
