IMO, it would be easiest to use Google Sites. You can upload any filetype (so if you have a shutterbug who shoots raw, he doesn't have to convert anything. Likewise, if you use a point-and-shoot that shoots jpegs, its fine too), You can set security options for each file as its uploaded, as to how public or private the access to it is, and there's a ton of space at your disposal to upload.
I have a pro account on Flickr, but there's some times I wish I had gone with Picasa instead--I've tinkered with it a little, but more or less kept with Flickr (where a bunch of my friends also have accounts). IMO for a "moderate" amount of photos (i.e. between 50 and 1,000 or so), Picasa is a much better fit, but they both have their ups and downs. A comparison:
Picasa:
+ 1 GB of free storage space; upgrading to 20 GB (probably more than you will ever need) is only $5/year
+ Integrated with Google (i.e. use your Gmail address to log in)
+ Has a nice desktop application that automatically uploads photos from your computer and serves as a viewer/organizer (Flickr has manual uploads, not unlike Facebook)
- Aggregating similar photos with other users ("groups": see below) appears difficult, although I haven't played around with this much
Flickr:
- Very little "free" space: you can only view your most recent 200 photos and can only upload 100MB/month; a $25/year "pro" account gives you unlimited storage & uploads.
+ Has "groups" that you can add your photos to (kind of like Facebook Groups) so that people can share similarly themed photos--I'm not sure if Picasa has this feature;
this is the one reason I would encourage you to choose Flickr.
+ IMO has a larger and more vibrant online community - the site is very much geared toward photographers sharing their work with other photographers
+ Guarantees your data and can/will send you all your photos on CD if they decide to go out of business, etc.
